I noticed a lot of the following events in a Windows event log:<\/p>\n

Event ID: 16398 Bits-Client
\nA new BITS job could not be created.<\/p><\/blockquote>\n

Using Powershell is the best way to deal with this:<\/p>\n

PS> Import-Module BitsTransfer<\/p><\/blockquote>\n

To list the entries (This should be 60 is you are getting the 16398 event, and the default has not been changed.):<\/p>\n

PS> Get-BitsTransfer<\/p><\/blockquote>\n

To remove all the entries:<\/p>\n

PS> Get-BitsTransfer -AllUsers | Remove-BitsTransfer<\/p><\/blockquote>\n

Using the legacy bitsadmin command:
\nThis will display all the queue entries:<\/p>\n

C:\\> bitsadmin \/List \/AllUsers<\/p><\/blockquote>\n

You should see 60, if you are getting this message in the logs, since that is the default.<\/p>\n

C:\\> bitsadmin \/AllUsers \/Reset<\/p><\/blockquote>\n

Do a list again to verify that all have been canceled.<\/p>\n

If that does not work, you do the following:<\/p>\n

C:\\> net stop Bits
\nC:\\> cd C:\\Users\\All Users\\AppData\\Microsoft\\Network\\Downloader<\/p><\/blockquote>\n

Delete all the qmgr*.dat files in the directory:<\/p>\n

C:\\> del qmgr*.dat<\/p><\/blockquote>\n

Start the Background Intelligent Transfer Queue service:<\/p>\n

C:\\> net start Bits<\/p><\/blockquote>\n","protected":false},"excerpt":{"rendered":"
